MADEC has released its 2024–2025 Social Impact Report, showcasing a year of significant progress, strengthened services, and meaningful impact across the Mackay and Whitsunday regions. Over the past financial year, MADEC supported more than 450 individuals and delivered over 188,000 hours of disability, youth, and community-based support. These results reflect both growing demand and the organisation’s commitment to inclusive, person-centred service delivery.
The Report highlights achievements in disability services, Out-of-Home Care, youth programs, cultural inclusion and sustainability initiatives, supported by a strong financial position that enables ongoing investment in workforce, quality and service expansion.
Leadership Reflects on Progress and the Path Ahead
Chairperson Patrick Wilsmore said the results outlined in the Social Impact Report reflect both MADEC’s growth and its commitment to the people and communities it supports.
“This year’s results highlight the strength of our organisation and the commitment we have to the people we support. Our growth reflects our ability to respond to community needs while keeping individuals at the heart of everything we do.”
He added that MADEC enters the coming year with confidence and clarity.
“We are investing in innovation, strengthening our services and preparing for the reforms ahead. Our organisation is in a strong position and ready to keep moving forward.”
Chief Executive Officer Jasmine Lowry acknowledged the dedication of MADEC’s workforce and the individuals and families who are at the heart of MADEC’s work.
“Every achievement in this report represents someone gaining independence, connection or confidence. That is what drives us. Our focus will always be on delivering high-quality, person-centred support.”
She said MADEC is well prepared for the opportunities and challenges of the year to come.

Key Achievements from 2024-2025
Disability Services
MADEC supported more than 300 people with disability, with 80 percent of NDIS participants achieving progress toward their personal goals. The organisation expanded its service offerings and strengthened person-centred practice across all programs. Nearly $100,000 in philanthropic and grant funding enabled the purchase of an accessible community van that enhances social participation and mobility for clients.
Client stories in the Report highlight the real-life impact of this work. These include Skye’s Special Olympics silver medal, Andrew’s journey of cultural reconnection and John’s active community life supported through a blend of independence-building and social engagement.
Youth Empowerment and Support Service (YESS)
MADEC’s Youth Empowerment and Support Service (YESS) supported 175 young people throughout the region. Young people achieved significant progress across education, wellbeing and independence. One young person, previously disengaged from school, completed Year 12 and secured a place in a Bachelor of Legal and Justice Studies program.
Out-of-Home Care
A major achievement for the year was MADEC’s attainment of full Child Safety Licensing, reinforcing the organisation’s capability to provide safe, therapeutic and trauma-informed care. Children and young people in MADEC’s Out-of-Home Care programs achieved meaningful gains in health, education, emotional regulation and community participation.
Cultural Inclusion and Environmental Responsibility
In 2025, MADEC launched its first Innovate Reconciliation Action Plan, developed in partnership with First Nations stakeholders and supported by artwork from Yuwaalaraay artist Gordon Lister. The organisation also advanced its Environmental, Social and Governance (ESG) Plan, embedding sustainable practices and community-focused initiatives across services.
A Strong Foundation for the Year Ahead
MADEC enters the coming year in a strong financial position, recording a $1.01 million operating surplus and 14.25 percent growth in service revenue. This stability supports continued investment in workforce capability, improved systems, high-quality services and the organisation’s long-term strategic vision.
The 2024–2025 Social Impact Report reflects MADEC’s ongoing commitment to empowering individuals, strengthening local communities and delivering services that create meaningful and lasting change.
